Nobody here is advocating for driving while intoxicated. My neighbor's house was just hit by a drunk driver several hours ago. Ironically one of the people living in the house is an Uber driver.

Agreed. In this day and age, there is no reason why one can't request an Uber/Lyft or call a friend.

My comment was based on several recent court cases here in Canada where bar owners and their staff have been charged criminally, when a customer, who they had served, was convicted of driving while drunk, and a person was killed by that drunk driver.


That is why in Canada the traditional "company Christmas party " is a thing of the past. Serving people alcohol and then letting them drive is a huge social error now.

In Ontario, where I live, there is now no such thing as a "happy hour " and bars are specifically not allowed to offer any "two for one " or free drinks at any time. And Police do set up right outside licensed premises, and check every car that leaves the parking lot. The slogan is " If you drink and drive, we WILL catch you'. Bars here now offer free rides home in the local area, in passenger vans that the bar pays for. It is a lot cheaper than a wrongful death law suit....by a long shot.

A. I agree that someone should be arrested immediately if they try to operate a motor vehicle while intoxicated
However,
B. Legally banning happy hours or other drink specials is nanny statism ridiculousness (PA has some similiar nonsense alcohol laws as well).

I really don't consider drinking and driving to be an "elephant in the room" when discussing Happy Hours any more than discussing bars/ restaurants in general. That people continue to drink and drive is certainly moronic but I find it interesting that many view it purely as alcohol-related problem rather than also, in part, a transportation problem.

Anyway, here are the applicable state Happy Hour regs if anybody is interested:



PA Happy Hour Regulations:


A retail licensee is permitted to discount any and all alcoholic beverages for a period of time not to exceed four (4) hours per day, and not to exceed fourteen (14) hours per week. [47 P.S. §§ 1-102, 4-406(g) and 40 Pa. Code § 13.102(a)].

Thus, while the maximum period is fourteen (14)hours per week, licensees can adjust the length of their daily happy hours to take advantage of slow/busy days as long as the maximum limits are not exceeded.


During this happy hour, the price of alcoholic beverages may not change. The hours need not be consecutive and may be divided, subject to the above noted limitation, in any manner a licensee desires. However, please note that no discount pricing practice (daily drink special or happy hour) may occur between 12 a.m. midnight and the legal closing hour. [40 Pa. Code §13.102].


Lastly, please be advised that a notice of all happy hours must be posted on the licensed premises seven (7) days prior to each happy hour. [Id.]

Agreed, usually. The food is better overall at Emiliano's, but I like Mad Mex's salad with flank steak. They get medium-rare right, and give you plenty of it. And they serve it with a cilantro pesto/vinaigrette.

As for happy hour, Muddy Waters, the new oyster bar in E. Liberty, is apparently serving $1 (east coast) and $2 (west coast) oysters from 4:30 to 6:30. I haven't been yet.
