Carroll is an exurban to rural township located in eastern Washington County, about 20-25 miles south of Pittsburgh, south of the Finleyville area and near the Mid Mon Valley towns of Monongahela, New Eagle, and Donora and across the Mon River from the Forward Township area of Allegheny County. It is located in the Ringgold School District.

The township was organized in 1834, and was formed out of parts of Fallowfield Township (to its south) and Nottingham Township (to its west) in the great near the river. Its first settlements and how the name was chosen seem unknown. It is probable that it were families who settles outside the Monongahela city limits looking for fine agricultural opportunities. The township's economy in its early days were dominated mostly by the use of pioneer grist mills and being in a rich bituminous coal region with mineral deposits along the river, like much of Western PA. Its population grew to around 3,000 by 1880. The township's population was later expanded by the growth of post-war suburbia, with more densely neighborhoods that still exist today, particularly ones such as Wickerham Manor-Fisher. They served primarily as direct suburbs for the river towns. Its population peaked at nearly 7,000 in 1970. It has now declined to almost 5,000, due to the aging of the area. Modern-day exurban developments have not really expanded in this direction. It is relatively small township, only a little over 13 square miles, and its remainder is still dominated by poor looking coal country homes on back windy roads, although it is still more populated than the part of Allegheny across the river. A few major roads that lead to Allegheny County pass through the township including routes 88, 837, and PA Turnpike 43.

It seems as if Carroll Township is still a safe exurban area with a good school district today. Most of the suburban homes appear to have stood the test of time well. However, it seems as if exurban developments should expand in this direction, the surrounding Mon Valley towns would need to revive and improve their drug problem. The only employment concentrations in the township are the Mon Valley Hospital, Ringgold School District, and a few small industrial companies along the river. There is not much of a business district, but a smaller Giant Eagle and a few roadside businesses, including bars, scattered throughout the township.
