Hearing people on my cell phone doesn't risk my health.
It does make me angry though, so maybe it really does affect my health...

can you be more specific? where exactly would you like to see cell phone use regulated?
you haven't been allowed to talk on a phone and drive for quite some time. where else would you like to extend this to? Seems like if you start taking it further, you'd logically have to ban ALL talking (phone or no phone) in those places...
It is kinda annoying sometimes. Depends where though. I think putting it on par with smoking would be about right. Go outside to blab on the phone, or blab in a designated area, the "blabbing lounge". It doesn't totally make me nuts, but every once in a while I wouldn't mind yanking the phone outa someones hand and stomping on it. But that's rare. Just be tasteful and courtious with the phone usage. Don't be dropping f-bombs every other word while on line at the bank and stuff...
