No, the system that is being used to identify illegals requires part of the onus to be put on the owners of business'-so the back door way of saying that they don't want to have the owner prosecuted. Further, the system is not mandatory, therefore, the cost of implementation is also carried by the state. It is the states way of refusing to pay for it. So, basically, it is standing and looking tough about illegals without actually doing a damn thing about it.

Trojan horse. Don't be silly, it is a Republican whose party platform includes recriminilizing sodomy laws. Of course he wants to be all in your business, he just doesn't want to pay for it.
