Spock bases his logic on science, that makes him a progressive liberal.
I agree, Spock would be the most liberal, because he didn't use emotion or bias (or ancient tomes of mystical stories written by nomadic goatherders) to make decisions. Any decision he considered would be based purely on facts in evidence, and logic.
Bones would be the conservative. He didn't like risks. He was compassionate. He always based his arguments on the humanity of a situation.
Spock would be the liberal. He neither liked nor disliked risks, but evaluated each individual and each individual situation strictly on its own merits.

Gawd you all are taking such a great TV series that had good thoughts on social and philosophical issues plus cool action and diminishing it to a liberal vs conservative thing.

And if the intent was to mean liberal as in "American far-left tree-hugging liberal", and conservative as in "bible-thumping American xtian zealot" then that should have been indicated. As they were not, I assumed the question was asking in a generic manner, and thus I responded without adding the obvious bias of our corrupt American political system to the mix.
