It is not yet clear whether George W Bush is planning to cross the Atlantic to flog us his memoirs, but if I were his PR people I would urge caution. As book tours go, this one would be an absolute corker. It is not just that every European capital would be brought to a standstill, as book-signings turned into anti-war riots. The real trouble — from the Bush point of view — is that he might never see Texas again.

The problem is that GWB has admitted that he authorized waterboarding and, in many countries, that is considered to be torture and, therefore, a criminal act. All it takes is for one citizen of a country he is in to make a complaint and he could be in trouble.

The article is not saying he would necessarily be arrested in the UK (although Pinochet was). That said, if a British citizen suffered water-boarding and made a criminal complaint while GWB was in the UK then he very well could be arrested. That, of course, would be hugely embarrassing to the UK government and the chances are that political pressure would be brought so that he would be out of the country before Sergeant Dixon (of Dock Green) had finished his morning cup of tea.

However, he is more likely to be arrested in a country like France or Spain where Instructing Judges have tremendous power and are largely free of political interference. For an Instructing Judge eager to make a name for him/herself, that would be a very high profile - and very popular - move.

It begs the real question- why would anyone want to go to London anymore? London is chock full of Arabs and is not a great european destination. If you want nice folks and great scenery, skip England and go to Ireland or Scotland.

PS- I would bet that the Scots would love him, particularly if the Brits hate him.

I hate to disabuse you but Scotland is considerably to the left of England and, if anything, GwB is even less popular there than he would be in England.
