Perfectly acceptable and warranted. The other waste highlighted is not. No reason at all 10 stories of a federal building need to be lit up overnight. Sounds like your building is cost conscious.

You would think people who want the USA to use less of the worlds resources would be for such things....

Actually the electric companies actually run programs to conserve energy usage among their consumers. It's called demand side managment(DSM) and I've been working on a program that does just that for 4 years. A lot of utility companies don't have much desire to expand their infrastructure or spend the expenses building new power plants, when the profits from $/kwh are going to roll in no matter what. And it makes it easier to manage the grid during peak periods.
