Unfortunately, there is no support one way or another on this issue. Some citizens were granted NBC status, simply because a parent is a CITIZEN. Some weren't and had to be formally adopted/naturalized to get the citizenship.
This is where courts and even our laws have never settled the issue
but in Obama's case, its moot. He was born on US Soil

No they do not give it out period. They do not offer it period. If birther bats**** do not believe in the law, if they don't believe in legal documents, if they do not believe in state certified birth certificates that is their own problem.
Perhaps legal fees in general are over $1 million, but that is for every President, to say that the birther stuff is $1 million is absolutely asinine craziness with zero evidence.

Birth certificates (Certificates of Live Birth and Certifications of Live Birth) and Certificates of Hawaiian Birth are the primary documents used to determine native Hawaiian qualification. The Department of Hawaiian Home Lands accepts both Certificates of Live Birth (original birth certificate) and Certifications of Live Birth because they are official government records documenting an individual's birth. The Certificate of Live Birth generally has more information which is useful for genealogical purposes as compared to the Certification of Live Birth which is a computer-generated printout that provides specific details of a person's birth. Although original birth certificates (Certificates of Live Birth) are preferred for their greater detail, the State Department of Health (DOH) no longer issues Certificates of Live Birth. When a request is made for a copy of a birth certificate, the DOH issues a Certification of Live Birth.
"According to this wording on this official State Government of Hawaii website page, the term "birth certificate" is an "umbrella" term covering both Certificates of Live Birth and Certifications of Live Birth. They are not the same thing, but both are considered birth certificates.
The Certification of Live Birth is not only just as valid as the Certificate of Live Birth, it is just as much a birth certificate, and is considered prima facie evidence of Hawaiian birth for all legal purposes (as clearly stated at the bottom of the form itself), not only the Hawaiian Home Lands program.

The state certified LEGAL copy IS THE REAL DEAL. That is THE LEGAL BIRTH CERTIFICATE.

First off, Obama was born in Hawaii, making this argument irrelevant.
Secondly, the law (at the time, not now) said regarding a child born abroad: if only one parent was a US citizen, that parent had to have lived in the US for 5 years after the age of 14 for the child to be a US citizen.
What this means is even if the US born parent was 50 (say it was the father), he had to have lived in the US for 5 years after age 14 for the child to be a US citizen. So Obama's mother's age had nothing to do with it, other than that she was too young to have lived anywhere for 5 years after the age of 14.
There is absolutely no evidence that Obama's mother lived anywhere other than the US any time before his birth, or at the time of his birth. Obama was born in Hawaii.
