You back off and talk him down.

Clear away any people and let him know that you are listening to him.

He would have probably cooled off.

Some of you posters act like they should have brought in a SWAT team.

And you wonder where kids learn this stuff.

That's probably a good idea. Once the kid sees a dozen laser sights on his body, that should have settle him right up... Then we can bill his mommy.

Some of you who think pepper spray is harmless need to do a little more research. Or perhaps be sprayed with some. There are some serious potential risks from using pepper spray on a child. These risks include eye injuries, and respiratory arrest due to allergies or asthma.
There is also this case you might want to read. A 1993 death in North Carolina (a 24-year-old man with pre-existing florid bronchiolitis/bronchitis and cardiomegaly found at autopsy) was attributed to "asphyxia due to bronchospasm precipitated by pepper spray"
