For one, it doesn't make much sense to wear a swimming suit to a play or a jacket to the beach
Well, you are using it out of context. So adding more detail for you...
Why would you display a part of your body at a public beach that you would not normally bare in public in your neighborhood or in a park or some other public event where the same standard of clothing would apply?
Example would be.. swimsuit level of bareness is an acceptable standard at the beach as it would be wearing a swimsuit while doing lawn work, washing one's car, jogging in the park, walking one's dog around the block, taking out the garbage to the roadside, even going out for a short drive to a convenience store or drive-thru restaurant,etc....
Here is what you wrote and indicate above is me...
because here in America we sexually repressed. We cannot seem to see another human body without gasping, heaven forbid you see a man in a speedo, with the outline of his "junk" kill me now.....a woman topless, oh my goodness.................Americans have ti biggest hangups when it comes to sexuality.
I have been to many many beaches, here and Europe where you can be naked, no big deal....
I mentioned none of the above except the obvious of topless was appropriate conduct for the beach then it would be in other situations where similar clothing codes as in wearing a swimsuite would apply. This is the logical approach.
Your need to condescend indicates your issues not mine. I only deconstructed to logical elements.

It's always nice to see the usual ignorant comments about America's imaginary prudishness in a thread like this. The US actually has plenty of nude/topless beaches.
Hopefully you don't find any because immature goons who openly stare and drool at topless women kinda ruin the ambience.
You missed the point. Your backyard is not public.
Society defines what is acceptable. That is well understood.
But again I ask you to respond to my inquiry regarding appropriate level of bareness at the beach and similar locations and why topless women at the beach but not out jogging in the park or doing lawn work.
Lol, this thread reminds me of a time I was swimming just off a part of the Italian coast and this American guy standing on some rocks called out to me asking what the water was like. I said it was beautiful and asked if he was coming in. He said no as he didn't have any swimming shorts, so I said that didn't matter because I didn't have any either. When he realised what I meant he said "WOAH! OH MY GOD?!!!!" and went away fast as he could! I fail to see anything obscene or sexual about sunbathing or swimming naked providing it's done discretely.

Public beaches are most certainly public

I don't believe that Christian Sharia law should dictate what type of clothing a woman must wear in public, whether she be at the beach or out jogging
