to settle this, the biggest welfare state in the country is california from the most recent data available (it's hard to get the government to release data in a timely fashion) :

2007 spending: $3.28 billion
Total recipients (July 2008): 1,212,893
% Change in past 12 months: 10.4%
Unemployment (May 2009): 11.5%
the others in the top 15 are in the slideshow presentation. rounding out the top 5 are maine, tennessee, massachusetts, and vermont.

Only if corporate welfare, federal facilities, highways and various pork is not counted.
Why do people on the right keep saying they don't need the federal government yet are completely dependent on the money they receive from the Feds?
Ironically of the states that TOP THE LIST of Federal money received vs Federal taxes paid 85% are RED STATES.
So why do these Welfare states continue to try and bite the hand that feeds them?
Some of the most NOTORIOUS offenders are Mississippi and Alaska...both of which would collapse into third world status....if not for the Federal government.
He has no proof....because he makes things up....and completely neglects the fact that without the Federal funds those states would be in WORSE condition than they already are.
