Incorrect. Note how the police DID NOT file charges against Prosser. Why not? There's NO evidence confirming Bradley's fraudulent allegations.

The prosecutor certainly did not say no crime occurred. Nor was it clear that Bradley's account was incorrect.
If you read all the testimony you reach the conclusion that Prosser told the truth...Bradley told the truth...and the other judges present told the truth.
