^^^Desperate people (and desperate governments) will always try desperate measure to sucker taxpayers into leaving the state, and NY as well as my home state of CA are among the worst.
NYC is brutally expensive, while the northern half of NY state is an economic basket case.
The difference between Indiana and Illinois tax rate is about 1%.
Is a company going to spend a ton of money in relocation and retraining for 1% savings?????
You are ignoring so many more of the costs of operation including property taxes and of course the overall cost of living impacts. Cook County for example has one of the highest sales taxes in the US.
Compare the cost of living in & around Chicago to Valparaiso or Merrillville, starting with real estate prices, as well as the $.30 difference gasoline prices between those cities.
Blue states are exceptional at driving businesses out of state; look no farther than CA or NY, and IL is right behind them.
They won't leave. They have nowhere to go. Caterpillar is a highly technical company. If they move to another state, the other state won't have a workforce capable of performing their manufacturing, research, and design. Unless of course they go to another high tax state (CA, NY, NJ).
I doubt that people in Arkansas or Mississippi have the educational and technical background to work there.

There are MANY places to go, and, unlike Illinois, they are not crooked, corrupt, tax excessively, nor do they hate businesses employing people, like IL does.
