New govt cell phone program? (drug, companies, Maryland, government)

Has anyone heard of this? Claims to be another government sponsored cell phone program. I'm familiar with SafeLink but I can't seem to find any information at all on this one. Caught my eye in an advertisement on one of my sites.

BUDGET MOBILE Service is funded by the Universal Service Fund Lifeline program and administered by the Universal Service Administrative Company. In order to qualify for enrollment in the BUDGET MOBILE Program, a person must meet certain eligibility requirements set by each state where the BUDGET MOBILE Program is offered.

So it's basically the same thing as SafeLink.

They're dropping a ton on advertisement too. My CPC for cell phone related ads is usually at least $2 and these are popping up left and right on my ad units.
