Yes. Because Hillary Clinton has the power to appropriate and promise foreign aid without any direction or order or permission from Congress or the President!
Good for her. We certainly don't need it here. As a tax payer, I am proud to be working so an unstable country, which will probably evolve into another dictatorship, can get aid.
