It's a good question and you also just described half the kids growing up today. In Obama's case, I believe his grandfather was involved with his upbringing perhaps somewhat negating your premise. Whether or not he sees government as a substitute for a responsible parent or not in his own case, he clearly views it as such in the case of others.

Well, it makes sense that someone who prospered bc of government intervention would support government. Whereas someone who always has to prop up government would look down on it.
I'd hazard that his mother had to be father to him as well. That's a more plausible way to look at it, I believe.
