As I have told you half a dozen times before, you just have to call 211, a free call to get hooked to social service organizations who will get your birth certificate for you for free.
The Salvation Army will do that. So will St Vincent De Paul, and dozens of others. Your local home-hater coalition will do it for you.
If you're so enthralled with government that you want to rely on it, then contact your county Health & Human Services office, or Jobs & Family office and a social worker will get it for you.
All you people do is make 1001 excuses why you can't do something, when quite clearly you can, you just have to want to do it.
I guarantee if they were giving away free dope, beer and money the freaking lazy poor would crawl across 50 miles of broken glass, razor wire, razor blades and nails while getting shot at to get there.

That is absolutely correct. It is not possible to obtain any benefit: Section 8 Housing, local government sponsored housing, Food Stamps, TAN-F, Social Security Disability, Social Security Supplemental Income, Aid to Dependent Children or any other benefit without having either a State ID card or a State issued driver's license.
Look, this is real simple: the issue is arrest warrants.
They cannot get a driver's license or State ID card because those people have been flying below the radar.
They own money for child support. To show up at a State office to get a driver's license or State ID, or to have them renewed because they expired means getting arrested.
They have an outstanding
capias (bench warrant) because they didn't pay the money owed for a moving traffic violation and they also failed to appear in court to pay the fine or contest the violation. To show up at a State office to get a driver's license or State ID, or to have them renewed because they expired means getting arrested.
They have an outstanding arrest warrant for a prior misdemeanor/felony. To show up at a State office to get a driver's license or State ID, or to have them renewed because they expired means getting arrested.
They have an outstanding arrest warrant for failure to appear after having been released on bail or ROR for a misdemeanor/felony. To show up at a State office to get a driver's license or State ID, or to have them renewed because they expired means getting arrested.

For the 2004 and 2008 Election there were student groups on campus that were helping out-of-State students get registered to vote in Ohio, while simultaneously voting by absentee ballot in their home State.
