I came across this interesting tidbit in the 1958 moral theology manual Moral Theology: A Complete Course Based on St. Thomas Aquinas and the Best Modern Authorities by John McHugh and Charles Callan, who I believe are Dominican (O.P.) priests:

certainly has an obligation in legal justice of offering opportunities
of work to those who cannot find it, if the public welfare is
compromised by widespread unemployment. Even if only one worker were
without work through no fault of his own, the duty of helping him would
seem to devolve on the State, since the laborer has a right to work and
the State has the duty of promoting the temporal welfare of its
subjects when they are unable to provide for themselves.

What's wrong with the state giving jobs to people in order to make them earn their welfare or unemployment checks until they can find jobs in the private sector?

This is actually an interesting idea... make them EARN it.
It is not, however, the state's responsibility to make sure its citizens are employed. If you want nice things in life, you gotta have the drive to get them- and that includes looking for a job.

Because the state has no business/authority subsidizing unemployment and welfare in the first place.
the federal government has the responsibility to govern in such a manner that fosters job growth, but has no responsibility to find jobs.
