The situation described by the OP is not the norm, but it's not that unusual either - though I'm sure most of the cars are not purchased new.

Yes, unemployed Americans want to work. At least the majority do anyway. It is not that easy living on an unemployment check. Why do you think there are tent cities now?

Of course there are unemployed Americans who are lazy. There are also employed Americans who are lazy. I walked in to an office for an interview appointment and the woman behind the counter had a Solitaire game on. Then, I went out to eat back when I had the money and the waitress talked on her cell phone the whole time. I don't think the two employed Americans I just mentioned really want to work either.

So she could somehow afford a payment, but not the gas. Most folks will buy gas and avoid making the payment. They aren't interested in making a payment on a car they can't drive. But I find the fact that the car made it home, but didn't have enough vapor to move to be highly dubious.

You guys need to get some better welfare stories. These are getting tired.
