I'm not quite sure what you mean by "excuse." Many people simply don't have the will, desire, or drive to pursue much in the way of education. I don't think they - by and large - proffer "excuses," any more than other people would need an "excuse" not to hold a doctorate in physics or something.

School requires some effort, but usually (not always) results in higher income. There is a choice to make.
Don't have to be a physicist to afford the basic comforts and conveniences of life. Dropping out of HS makes it harder to afford these things.
I have met people who act as though a typical middle income life happens by chance.
Isn't everyone in the US provided with the means to get through high school and at least into a junior college (or a trade & tech school)?
You bet and it's free. The problem is public assistance does not provide cell phones, cars, ipads, drugs, clothes, cash allowance & guaranteed passing grades for students that seem to think they are entitled to everything. Hope and Change will fix this soon.
The great, unfounded American misconception that all Americans are "above average."
It's simply untrue. In a nation of 300 million individuals, there are tens of millions of well-below average (charitbale term) people whose academic firepower petered out shortly after sixth grade. No school system will ever make them smart. But the public seems to think that dumb people among us are the result of education failure.
The reality is that no amount of schooling will make a slow individual sharp. The schools can't make shorties tall or uglies attractive, either. But for some odd reason, the public perception persists that dummies are the result of education.
Schools have been getting worse for several decades now.... because some people mistakenly believe that more spending on education alone makes education better.... rather than more stable families.
Schools in many areas in America these days have become daycare centers rather than the home
That is why we are mving backward here.... as well as many other areas of society
But everyone has the opportunity to get an education, right?
No. Some people have to work right away instead of attending college. Some maybe have to drop out of high school even.
