I think the use of 'souls' when referring to passengers goes back to 'Life on the Mississippi' by Mark Twain, who was a noted religious skeptic. It's a good literary device by which to re-humanize the death of 1000 or more people, as could happen with a steamship explosion/fire.
Usually we shorten that description to democrat and every 'get's' it then.
