Given the fact that 50 years of liberal policies have left urban black America in worse shape than the days of Jim Crow the left has to demonize the opposition in order to get votes. They sure can't campaign on their record.
Because it's an effective tool for shutting down their political opponents. People want to believe the worst about other people who have differing opinions, and racism is an easy sell. It allows a person to dismiss their opponent without having to give any consideration whatsoever to their position or argument. It's a perfect diversion.
