It's hard to imagine a way to quantify it and thus rank them. Probably I would pick any of the guys who have been in sex scandals starting with Clinton, not due to the gravity but just the sheer embarassment of having that stuff so prominently in the public discourse.
I would prefer to go back to the days of JFK and LBJ when the press just ignored it, but that's not gonna happen.
I would be embarrassed to still, after all this time, think Obama and his bunch were smart. I saw through him from the beginning, but for those that didn't and still don't, I pity you.

The general voting public, because they care more about who to vote for on American Idol than who will actually is running their nation, state, and cities.
A little early in the game, but the results confirmed my hunch.
FargoBison was speculating that the shine was off Mr. O. I agree, but I put forward that the Tea Partiers have proven to be so infuriating that even though Obama is underwhelming to many, he is relatively further ahead than in 2008. GOP power means insanity these days, I am afraid. They have no one to blame but themselves. They have purged all the moderate, principled members. I cannot think of a single GOP congressman with bipartisan appeal at the present time.
Having family overseas and having lived overseas, I can tell you that Bush was our biggest embarrassment. Most people don't know about the Tea Party and many don't know the true differences between Republicans and Democrats, but I can say at least in Australia and South Korea... Bush was hated very much.
