I think most people think of indigenous as the first people there. Otherwise, the only place humans would be indigenous would be Africa. So basically it is whoever called "First!"
I would guess that every square foot of land on this earth belonged to somebody else at some time in the past and almost all of it has changed hands by war, theft or fraud. The fact that 2000 years ago somebody's ancestors owned some land is irrelevant.
Fortunately or unfortunately we are where we are and there should be no effort to restore land to anybody due to events that happened more than 20 or 30 years ago.
If that is the case do you support Israel? How do you feel about the British giving them their ancestral land back?
Why does the OP assume this is "right"? Because the UN says it is?
IIRC, Mount Rushmore, as a National Monument and part of the National Parks is still accessible by Native Americans, just like it is to everyone else. Just around the winding road is the Crazy Horse monument (a work in progress).
Nearby Bear Butte is also still accessable to Native Americans for their religious ceremonies.
American citizens should look at the larger picture and ask themselves why the United Nations thinks it has a say in what goes on in our National Parks and why the UN has claimed some of out land (US taxpayer funded) for the entire world (World Heritage sites). (Started in 1970 with Nixon signing a "memo", not a treaty, it became another Bill Clinton-George Soros legacy in 1995 (Yellowstone NP). For further proof read Bill Clinton's executive orders grabbing land and prohibiting mining).
