I'll say this, if a person has a child with no financial means to support it- we'll I think that should be up for debate. I can understand needing Gov assistance because of health issues or losing a job, but to get pregnant and bear the child knowing full well you can't support it? That is what we have to stop.
The parents... until and if they're proven unfit to raise the child. (abuse, drug use, prison, etc.) In which case the Government needs to step in and move the child to another family that can raise it.
This is how the system is supposed to work, unfortunately there are more children then the Government can find families to take care of.
Who should be responsible for the child? The parents or the Government or taxpayer?
This is the question that always bothers me.
It bothers you? How so?
The correct answer is the parents. Yes, I understand that there are some heinous excuses for parents out there, but nevertheless, these folks chose to have children, and it is their obligation to take responsibility.
