So I'm unclear... are there actually biographies of other presidents on whitehouse.gov into which he is inserting himself? Or are there accounts of his policies and priorities in which he is mentioning other presidents?

There is a "Did You Know?" section added to the bottom of each biography with blurbs like this one:
"President Barack Obama awarded George H.W. Bush the 2010 Presidential Medal of Freedom, the nation’s highest civilian honor, for his commitment to service and ability to inspire volunteerism throughout the country, encouraging citizens to be “a thousand points of light.” The administration continues to promote service and civic engagement, honoring heroes of local communities as “Champions of Change” and fostering civic participation."

So... he's not actually "being inserted into the biographies" of any of the former presidents at all.
What's going on here is that at the end of several of the biographies, in a clearly delineated separate section, there is a sentence or two mentioning how some aspects of their administrations remain relevant today.
