How bizarre. Without breasts, there's nothing to cover up, as her picture clearly shows.

"A woman who survived breast cancer after a double mastectomy has been told by a government parks department she is not allowed to swim topless. Jodi Jaecks underwent the surgery in 2011 which has left her flat-chested, with two thin scars where her nipples once lay. The Seattle Parks and Recreation department has refused to let the 45-year-old swim topless, despite suffering from nerve pain across her chest and neck, a common side effect of mastectomies.

The Parks policy is also more restrictive than city law, which states nudity is not illegal.
Sergeant Sean Whitcomb, a spokesman for the Seattle Police Department said that streaking, sunbathing and swimming in public places is not against the law unless it is 'accompanied by behavior that causes a reasonable person affront or alarm.'
Sounds like the parks department has a stick up its ass.

This.

I hope she is able to swim. That is ridiculous. If that is the case men need to wear a bikini top at the pool too, as well as little boys if "chest" can't be shown.

Seems like a dumb policy. However when do you decide what size breast need be covered?

A-AA, Fried eggs?

Obviously not a one size fits all policy.

What kind of kook would want to swim topless under the circumstances? She must be an attention seeker. Even small children who haven't yet developed wear tops... This chick sopunds like a whacko..!

Let's get real here folks. We have certain customs in this country, whether you like them or not. Men can go shirtless, women wear tops. Don't like it? Move to Ibiza.

Whether or not she has breasts doesn't matter. Women wear tops in public.

And to all you hyperventilating *******s, I have already braced for the "war on women" and "conservatives hate cancer survivors" nonsense, so secure that crap before the thought even enters your mind.

On the radio this morning, I heard that the decision was reversed and she can go topless. I'm not sure if this applies to all women (lets hope ) or if it was only for her because of her condition.

...edit to add

duh...from the OPs own link:
Quote:
After telling the 45-year-old that her bare chest would disrupt the family-friendly environment, a public outcry led the parks department to reverse its controversial decision, allowing her to swim wearing only her shorts.

so...the headline was a lie.

I wonder what will be next. If a guy claims that wearing a bathing suit makes his testicles hurt, will he be allowed to go bottomless?

Yeah what kind of guy would want to swim topless? She lost her breasts to cancer and you have the nerve to call her a whacko because she wishes to swim without a top because tops hurt when she wears one. The insensitivity on this forum is unbelievable.

So, just because we have Puritanical double standard customs dating back centuries, that means we have to put up with them in the 21st century?
I dont think so.
