"A woman who survived breast cancer after a double mastectomy has been told by a government parks department she is not allowed to swim topless. Jodi Jaecks underwent the surgery in 2011 which has left her flat-chested, with two thin scars where her nipples once lay. The Seattle Parks and Recreation department has refused to let the 45-year-old swim topless, despite suffering from nerve pain across her chest and neck, a common side effect of mastectomies.
The Parks policy is also more restrictive than city law, which states nudity is not illegal.
Sergeant Sean Whitcomb, a spokesman for the Seattle Police Department said that streaking, sunbathing and swimming in public places is not against the law unless it is 'accompanied by behavior that causes a reasonable person affront or alarm.'

On the radio this morning, I heard that the decision was reversed and she can go topless. I'm not sure if this applies to all women (lets hope ) or if it was only for her because of her condition.

Yeah what kind of guy would want to swim topless? She lost her breasts to cancer and you have the nerve to call her a whacko because she wishes to swim without a top because tops hurt when she wears one. The insensitivity on this forum is unbelievable.
