As he pointed out, court costs, litigation, studies that are funded, exploratory groups, etc...

Scott and his team sent his PROPOSED legislation to the Florida legislature, where it was quickly passed and then sent back to Scott for his signature. Once signed, the bills, which were originally PROPOSED by Scott became laws, which were immediately challenged, resulting in a legal fees tab of almost one million dollars - so far.
