If he's cutting the hours so he won't be subject to the increased cost of providing coverage.........what's the 5% surcharge for?

If you can't absorb that kind of ebb and flow, then your operating margins must be pitifully small to begin with.
Which appears to be the case in the fast-food biz, since the vast majority of the businesses which have made these dramatic announcements are fast-food franchises employing more than 50 workers.
Does anyone know of a owner-operated restaurant with fewer than 50 employees - say, Joe's Bar and Grill on Main St. in Anytown - making this decision? Perhaps the franchise fast-food model is simply flawed, and this provision of the ACA has now exposed the flaw.
I'll just eat at Joe's - I like independent places better anyway, they have character and the food's almost always better.
He shouldn't be worried about "caring for" his employees. His employees should't be looking for him to "care for them." The relationship should be a simple one of work for pay. What an employee buys with the payment received for his labor, and whether that employee can buy all the things he wants, should not be concern of the employer. Government should have no ability to mandate that any employer pay any particular rate or use any particular method of compensation to it's employees.

Hint: The restaurant across the street will not magically double in capacity nor will it's owner be immune from the Obamacare tax (unless he buys an indulgence in the form of a campaign contribution from the right democrat politician.)

This isn't the public sector where money magically appears and you can't go out of business and you have a monopoly.
Yeah, only as pointed out: You don't raise prices, say it's Obamacare's fault, and then reduce workers' hours to avoid being subject to Obamacare at all!
