For a citizen who is not in the public eye at all times I agree, you cannot diagnose someone without the procedure you mentioned. However diagnoses can be made when someone is in the public eye as much as the President. In fact observation of someone in their everyday life is lends itself more to diagnosis then sitting in an office and interviewing.
Do you relaize how much easier it would be for LPs to work with their patients if a camera followed them around and we could view their behavior in everyday environments?

Krauthammer was born on March 13, 1950, in New York City[3][4] and raised in Montreal, Quebec, where he attended McGill University and obtained an honors degree in political science and economics in 1970. The following year, he was a Commonwealth Scholar in politics at Balliol College, Oxford, before returning to the United States and entering Harvard Medical School. During Krauthammer's first year of medical school, he was paralyzed in a diving accident[4][5] and was hospitalized for a year and two months. However, he continued his medical studies and was able to graduate with his class, earning his Doctor of Medicine in 1975. From 1975 to 1978, Krauthammer was a resident and then a chief resident in psychiatry at the Massachusetts General Hospital.
