No, that is what you've been told, because...
1- the capacity was reached, or,
2- it was politically convenient.

No wonder you were asking for cliff notes on the subject a few days ago. In which case, I must go with #1?

so.... im stupid... I read Geitners offer, it was pretty much raise taxes, spend more.
