In April 2011, House Republicans introduced a budget with spending cuts far more severe than the Ryan budget. The GOP knew moderate Republicans and Democrats wouldn't vote for it, but they wanted to give conservative Republicans the chance to vote for it so they could go back to their base constituents and say "See? I tried!". At the same time, since it would fail, the GOP would not be harmed in general elections by passing a proposal for severe budget cuts.
But Democrats voted "present", rather than "no".
Alarmed, the GOP suddenly realized their proposal was going to pass. So one after another, House Republicans who had voted "yes" changed their votes to "no".
All to assure that their own bill would fail.

Another excellent example of their posturing. And of course, they then try to sell the BS that it the Dems who aren't serious.

What I find as idiocy is Reid having the nerve to chastise McConnell for not taking his job seriously while Reid has not allowed a budget for the nation to be voted on in over 3 years, used Senate time to speechify about Romney not paying his taxes but refued to produce any evidence whatsoever to support his claim, and tried to defend government funding during a crushing recession for cowboy poetry. That's some pretty bald faced hypocrisy there.
The Senate Democrats have no shame so they cannot be embarassed, but thanks for playing.
Neither does McConnell who clearly watched his own poop bill explode in his face and had to filibuster it.
