Education is one thing that was neglected in the Deep South for a long time. The few people who did have wealth from slavery used their money to send their children to boarding schools far away, or hired tutors. When you have one segment of the population is forbidden by law to learn how to read, and there are very few or no schools for the other segment of the population, well, it creates a problem. Those who had the power neglected education for the rest of the population because of the aristocratic attitude of "let them eat cake".

In places like Iowa, Wisconsin, and Minnesota, education was held in high esteem because of the type of society there. The persons who settled Iowa, Wisconsin, and Minnesota were often better educated. Schools were built for the people who lived there because education was take seriously. There was no aristocratic mentality, and I think part of it had to do with these states being free states. No slavery meant no laws built around the system of slavery, and no economy built around it. Slavery and share cropping did hamper the South in many ways.

Same reason there were other cities that went into economic decline. Detroit, Milwaukee, Chicago, Cleveland, St. Louis, Oakland, Flint, Saginaw, Buffalo, etc. Birmingham was basically the Rust Belt in the South.

Why has Atlanta and Charlotte been able to attract large numbers of Blacks after the 1970s?
