And why do we have to choose with the "lesser of perceived evils"? I want them both gone.

Anyone, including me, who is considering getting a CCW should be required to take extensive gun safety courses and force on force training( simulated active shooter scenarios ) should be a requirement. People I know that are responsible and have a CCW are told to avoid confrontations and as a last resort let them know your are carrying.
