Another reward for anchor children or people that don't follow our rule of law. Another reason why our public school system is struggling & we are constantly picking up a burden on this country. On top of this I can argue most of these parents don't support our school systems. If they did they would learn English themselves & speak it at home to better assimilate. Now they get extra attention.
The majority of people in America can't properly speak English even after having gone through school and being raised in an English-speaking household.

Bilingual and ESL is K-5. After that it's English only.
That worked for a long time but now you have many entering public school at older ages and they either can't speak or have difficulty with English. I see it in middle schools and in high schools.
