Plan B does no such thing. It prevents fertilization from happening. So there is no "life" involved, unless you think just an egg can become a fetus without the sperm.
Before you argue about "purge a life" you may want to know EXACTLY what that pill does first.

I think the age of consent ought to be 13, as it is in Spain, or possibly 14, as it was in Canada until 2007.
This is pretty close to the normal distribution of the first menstrual cycles in woman from what I have heard. Which means the law is pretty close to the laws of biology.

Plan B does not terminate a pregnancy, but I did laugh how you phrased it that it would terminate a pregnancy that would of happened. It is like saying a condom terminates a pregnancy that could of happened.
I think if you can get pregnant you are old enough for Plan B. You can't legislate anyone's sex life except to try and protect minors from adult predators. What minors do with each other is outside the limits of the law.
Human biology and the ability to have sex and get pregnant really have nothing to do with any other age restrictions we set for various things. It's like saying you can get a drivers license when you get pubic hair or start your period or something...one has zero to do with the other.
If a 15 year old can have sex with another 15 year old...why is it worse if it was a 15 year old with a 40 year old?
I don't know that it is worse, but society had decided to protect minors from adult predators. The whole reason behind that is long and complicated and I'm not familiar enough to discuss it. But that is what we have in place and accept today. If there is a reason to change that people will have to make a case and society will have to accept it.
