If u read the California article. The big problem is that United Aetna and Cigna are not included in those rates.
That's like releasing premiums and saying they are affordable and saying your cellular phone choices are tmobile/metro pcs, boost mobile. Pick between them for your cellular coverage.
Missing those big three insurers is like not being allowed to choose ATT and Verizon for coverage. Means tons of providers will not be in network with those plans.

Yup, unlike the blues and kaiser they have less to lose both politically and in terms of market share for not playing ball on the exchange rates.
We'll see what happens in 2015 and 2016 as claims experience comes in. They're certainly going out on a limb pricing so far below the Optum numbers (from the SOA study).

Yeah...I read that the Crips and Bloods will join the Wellpoint plan and the Zetas and Northern Mexicans will sign on with Humana...Travelers is getting record numbers of undocumented aliens along with their families signing onto their plan...All the other gangs are still reviewing policies looking for the best deal with other insurers before they sign on...
