Dirty details of the 'clean bill' that reopened government

...But what has always concerned me are sneaky bills stuffed in non-related legislation...
...But that's politics, I guess.

Other than post roads, what infrastructure spending are the feds allowed to "invest" in?

Whatever they can. Government is free to take on powers not given by the constitution.

The 10th amendment has a loose interpretation of the meaning of "people" , which our government uses to grow itself.

Amendment X
The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.
There is no interpretation. It's written in plain English (18th century English). Let's break it down.

"The powers not delegated to the United States by the Constitution" - The only power is to build post offices and post roads. Article 1, Section 8 "To establish Post Offices and post Roads;"

" nor prohibited by it to the States" - Check you state Constitution and see if it prohibits any type of infrastructure building.

"are reserved to the States respectively, or to the people." - If the state can invest, then it should. State highways, etc. County roads should be built and maintained with county funds. City streets, sewers and water should be built and maintained by city funds.

The railroad bridge over the Mississippi River at Memphis as well as the rail lines on either side are private and should be maintained by the Burlington Northern/Santa Fe railroad corporation without any help from the federal government. If the state constitution or local charters give those governments the power to enter into agreements with corporations, then so be it. Our local cities give tax breaks as incentives to bring in local businesses.
