Build one, assuming building such weapons and shooting such drones is legal. If not, lobby to a representative to change the law. If that fails, start a revolution. If unable to start one, build an ICBM in a country where that is legal and use that to shoot it down. If there are no countries where that is legal...

Launch it from Antarctica.
Build enough ICBMs to shoot down all replacement drones.
