The requirements for medicaid has not changed due to ACA. If 450K applied, means 450K were qualified to sign-up. Signing up is not being eligible for benefits.

No correlation in ACA and medicaid.

Plus states that agreed to the expanded medicaid also had their own state version and are moving all their people from the state funded one to the federal funded one.

California alone expect to enroll/move about 1.6 million people to the federal expanded medicaid by end of next year.
