This quality of this tape recording is poor but it is clear enough to hear a water official make the claim that anyone complaining about their water may be considered to be a terrorist by Homeland Security.

This is really old, donsabi. Where have you been?

And if you read the article, you will see that the supervisor of the guy who made that comment said it was not accurate.
