Without infringing on the right to bear arms, how do you wish to control guns, and how do such controls accomplish your goals?

Education is probably important so people know enough not to leave their guns lying around like this.

There are ways to control guns without infringing the rights to bear arms. Keeping criminals off the streets seems to be the best way, in my opinion.

Control the criminals.

Any felony involved a firearm should receive mandatory life sentence.

Go after the straw purchasers.

Go after the parents not securing their firearms.

I see issues with that, you live in a rural area and lets say your 14 year old child is home alone. They absolutely should have access to a weapon if you choose.
