What is the purpose of the flag in the cell? Is it supposed to foster some specific feelings?

Just plain odd thinking.

Can anyone tell me what the purpose of the flag in the cell is?

So perhaps legally innocent people shouldn't be subject to the full range of humiliations that a sick old power-drunk man can dream up?

You're the one who started a thread in praise of the Sheriffs cruel actions and when confronted with the fact that they have costs the county millions and millions of dollars your response was "I don't care. I like how he runs his jail. Jail is punishment, not a summer camp."

So it seems rather appropriate to ask you, starter of the thread and lover of the Sheriff's methods, if your conservatism is all about punishment and revenge by proxy and not fiscal matters. So to you is retribution is more important than saving money or results?
