Yes but they have been populated with poor immigrants for a lot longer than the much more recent rash of not vaccinating your children. If it was an immigration issue then the problems would have shown up much earlier.

As pointed out to you, Mexico has high immunization rates. My DIL is from Mexico, and she says parental consent is not even needed. If a kid needs a shot, someone goes to the home and gives it.
The people in the US who are refusing vaccines are for the most part educated and should know better.
Outbreaks in the US are started by unvaccinated citizens or legal travelers who acquire the illness abroad and bring it home. It then spreads, mostly to other unvaccinated people. This year, a number of cases can be traced to the Philippines.
