Is this the same guy that was warned 15 times that what he was doing wasn't in compliance?

No. It's they guy who got approval from the government to build his pond. "The property owner says he followed the state rules for a stock pond when he built it in 2012 and has an April 4-dated letter from the Wyoming State Engineer’s Office to prove it."

If he built the stock pond to attract natural wild-life he is exempt from Federal EPA laws.

No that is not true at all, there are exemptions for farming but it's complicated

Let's abolish the agency that (half-assedly) protects our environment because some guy can't follow federal law.

it doesn't matter whether he met the state law if he didn't follow federal law. Building a small decorative pond id one thing, damming a creek is another. Regardless of how silly some of the EPA regulations seem, people have to follow them or pay the penalty. When it comes to water, and especially streams, you have to check many agencies before spending time and money.
Either that or go off the grid in Alaska where you can do whatever you want.
