Should companies be prevented or barred from selling to US Citizens that are detrimental to the General Population?

If a person wants to sell weapons to people in Iraq or Afghanistan that may be fighting US Troops, are we infringing on his Freedoms to sell who he wants to even though he is indirectly harming US citizens?
