Utterly irrelevant. Just as the Geneva Conventions are applicable and in force whether a power (nation, militia, group, etc) has signed them, criminal actions cannot be committed simply because of jurisdiction. If an american murders a canadian in canada, US law is still applicable as well. Murder is murder whereever it is; and it would appear you are attempting to condone the murders of the teens simply because they were not in their home country specifically - a lunatic and moronic notion.

As per UNSC Res. 242, the land is disputed. As for such an action a nation has the sovereign right to pursue criminals worldwide, just as it did with Nazis discovered in South America in the 1960s, or the US does with those it considers criminals. Many nations also have extradition treaties to address this issue, but not all.

Since Israel left Gaza in 2005, there are no New York or Russian Jews on any land within Gaza.
