I would think a nuclear weapon would be in order for whatever government is funding these guys. Not that I would advocate that, but I think it would be justified.

They got 400 million by robbing the banks when they took Mosul. I think the bulk of the money was American aid to Iraq. That and other countries are giving in to their ransom demands when they kidnap European nationals.
