the kids are learning the exact same things, the passing grade for the final exam just changes.
For example, I went to high school in Alabama, graduated with honors, and yet, if I had failed any one of my 5 graduation exams, i would not have been allowed to graduate.
Do you honestly believe one bad test should dictate a child's future ?

And no, I think proficiency exams are the most moronic thing ever thought of, I passed my classes that is proof alone I am proficient.
In parochial school, the standards they set for themselves far exceed any state mandated minimums.
Public schools follow a baseline minimum. Which means students get a minimum education. Who set those minimums? As far as I am concerned they are too low. They are designed to let even the stupidest fool move up in the grades for "self esteem" purposes.
Maybe it depends on the area or something. My friend's daughter went to catholic schools until 5th grade then she switched to public schools. She was way behind and had to have a tutor to catch up her to speed.
They're not too numerous, and they can cherry-pick their students. Their students do well b/c they have the motivated parents. They are the parents who, in a public school setting, would be the parent volunteers, the PTA presidents, etc.

The economic and education level of the parents dominate all other factors in how a student will do. And the economic level of the students and the education level of the student's parent will define how well any given school will do.
There are some interesting exceptions...Asians often do a lot better than their parent levels would suggest...but it holds pretty well everywhere.
