Nope. Congress writes the laws, the Executive executes the laws. If he says "No more deportation unless they have a felony arrest record" there isn't a damned thing Congress can do to stop him.

They have, several times in fact. If you're not hearing it, then the media is the only one to blame.

He denies it and then goes on to say that he 'must' act because Congress hasn't. Basically a non-answer.
